Fu Chengyu, Chairman of Sinopec Corp.: Oil Product Upgrade Technology Accessible

In early 2013, a large number of fogs unexpectedly arrived. For a time, many cities across the country are shrouded in haze. Who is the "culprit" of hazy weather?

The reporter learned that there have been points of view that the low quality of oil products is a major cause of the frequent occurrence of hazy weather in China. The State Council executive meeting on February 6, 2013 finalized the timetable for oil upgrades - oil upgrades are imperative. Before that, what was the crux of the problem that China's oil products could not be upgraded?

“In the past, we did not say that we could not do it technically or in terms of capabilities. Instead, our local authorities chose their own oil standards.” On June 7, at the Chengdu Fortune Global Forum 2013, Fu Chengyu, chairman of Sinopec, took the initiative to mention oil. Product upgrade issues.

The current energy configuration is a waste of big

“There are several governors who are looking for me to explain that they want to upgrade their oil products from province to country five each year and ask if I can guarantee it. I say I can give you protection at any time.” In Fu Yucheng’s view, oil Product upgrade technology can be achieved.

Prior to this, to explore the reasons for the slow upgrade of oil quality, technical factors were always the first to be put on the table.

Previously, some experts told the media that oil upgrading required a process that required a comprehensive update of the refinery's equipment, processes, and catalysts. At the same time, consideration must be given to the improvement of the performance of related equipment such as automotive engines, which all require a long-term process.

The reporter was informed that on February 6, 2012, the State Council executive meeting decided to accelerate the upgrading of oil products. The meeting decided that on the basis of the release of the fourth phase of vehicle gasoline standards (sulfur content not more than 50ppm), the AQSIQ and the National Standardization Commission will issue the fourth phase of the vehicle diesel standard (sulfur content not more than 50ppm) as soon as possible. The transition period to the end of 2014; the end of June 2013 before the release of the fifth phase of automotive diesel standard (sulfur content not more than 10ppm), before the end of 2013 released the fifth phase of vehicle gasoline standard (sulfur content not more than 10ppm), the transition period is The end of 2017.

“As for refined oil, it mentions that it not only reduces the emission of sulfur, but also consumes more energy to improve the quality of oil products.” Fu Chengyu said that we need to do a good job in both areas, that is, to improve the quality of oil products. At the same time, it is necessary to improve the engine's technical level. If the car engine fails to meet the standards and eats "fine grain", or if the discharge does not meet the standards, it will not achieve the environmental protection effect.

For the protection of the ecological environment, Fu Chengyu said that the first priority is to enact legislation to raise environmental standards. Second, all industrial enterprises must assume certain responsibilities for environmental protection because we are also consuming society while producing and creating material wealth. Resources, manufacturing of various pollutants.

Fu Chengyu said that in addition to legislation, pollution control is to follow the energy price system that conforms to the law of market prices. Now that the government has made adjustments in various aspects, we are confident that we will advance in accordance with the laws of the market in a short period of time.

Fu Chengyu said that China is currently undergoing a new round of industrialization, and industrialization means that a large amount of energy is consumed. According to the past development model, it is also a serious stage of pollution. Therefore, we cannot take the old road of industrialization in the West.

In Fu Chengyu's view, if we break away from climate change and environmental protection, it is difficult to find the right direction when it comes to energy security alone.

“At present, our energy conversion efficiency is relatively low, and energy is also wasted on our energy allocation.” Fu Chengyu said that energy allocation is related to overall energy planning. Our resources are very unreasonable, such as transporting coal from coal production sites to a very long distance, and then generating electricity. Backward transport has caused waste in energy allocation; second, how can energy efficiency in the production area be improved? Whether it is oil production, coal production, or electricity production, our past industry standards in this area are relatively low and cannot meet the standards of Western countries.

Unconventional oil and gas development potential

“U.S. shale gas currently accounts for more than 70% of total U.S. gas, and shale oil is also rising rapidly. This will bring about a major shift in unconventional oil and gas development in other parts of the world, including China.” Fu Chengyu said that currently shale gas The main obstacles in the development process are technology and cost, so we need overseas cooperation.

In May 2012, the first shale gas capacity building project of Sinopec started. The immediate objective of the project is to complete a shale gas capacity of 300-500 million cubic meters per year in Chongqing Fuling by the end of 2012 and 1 billion cubic meters per year in 2013.

At the end of 2012, Sinopec announced that Sinopec Southern Exploration will work with ConocoPhillips to conduct joint research on the exploration, development and production of shale gas in the Qianjiang block of the Sichuan Basin.

On June 6, 2013, Jiang Xinmin, deputy director of the Economic Research Center of the Energy Research Institute of the National Development and Reform Commission, stated at the Fifth China Unconventional Oil and Gas Conference that the Chinese government encourages enterprises to learn from overseas counterparts and introduce high technology to develop shale gas.

Public reports show that the U.S. domestic companies are also constantly lobbying the government to use technical output to help U.S. companies enter the Chinese market.

A report released recently by the China-U.S. Exchange Foundation pointed out that the best time for the completion of the bilateral investment agreement between China and the United States is within one year, including the cooperation of shale gas development.

Although the development of unconventional oil and gas energy is in full swing in China, Fu Chengyu believes that in the energy structure for a long time to come, conventional energy will still dominate.

"In terms of energy production, it is mainly oil, the second is natural gas, and the third is biomass energy, including bioethanol and aviation kerosene. Aviation kerosene has just begun, and the proportion of biodiesel is growing." Fu Chengyu said that we are now the most important. The task is to increase the supply of energy. In the next 20 or 30 years, the main energy supply will be fossil energy, but our responsibility is to make it cleaner; second is to increase the coal conversion rate in the process.
