High-end hydraulic parts of construction machinery in China need to reduce dependence on imports

The high-end hydraulic parts of China's construction machinery are dependent on imports for a long period of time, resulting in large profits of construction machinery being swallowed by imported parts. What is more serious is that these imported hydraulic components mainly rely on one or two foreign companies. This not only affects people, but also affects the independent innovation of the construction machinery industry and even the industrial safety of the construction machinery. It also affects the development of the hydraulic industry. Therefore, it is one of the important tasks during the “Twelfth Five-Year Plan” period to resolve the long-term dependence on imports of high-end hydraulic components for construction machinery.

In order to effectively implement the "12th Five-Year Development Plan for Machinery Basic Parts, Basic Manufacturing Processes and Basic Materials Industry" referred to as the "Three-Base" Plan, to solve the key problems in the long-term dependence of import of high-end hydraulic components for construction machinery, the Equipment Division of the Ministry of Industry and Information Technology will join hands with China The Construction Machinery Industry Association, China Hydraulic & Pneumatic Sealing Industry Association organizes construction machinery manufacturing plants, hydraulic parts production plants, scientific research institutes and colleges and universities to establish the “comprehensive work platform for the industrialization and application of high-end hydraulic components and systems for construction machinery”.

The platform is based on the "three-level plan" and is driven by market demand, government guidance, organization and coordination of industry associations, construction machinery companies, hydraulic components companies, related parts and materials manufacturing enterprises, research institutes and colleges and universities voluntary participation in the government, The open, industrialized collaborative work platform that integrates production, learning, research, and application is a more complete, more effective, and more sustainable new independent innovation system. Its function is market-oriented, platform as a carrier, breaking the status of “two skins” for the development of host companies and hydraulic parts enterprises, achieving multi-disciplinary, cross-industry, cross-departmental, and all-directional coupling, according to “market driven, government-led "Industry-to-demand docking, project traction, industrial chain linkage, key breakthroughs, and rolling development" are based on industrialization projects and intellectual property rights to achieve seamless integration between industries and enterprises, make full use of industry resources, and adjust product structure. Accelerate the process of independent innovation and industrialization of high-end hydraulic components.

The platform has been preparing since October 2011. The leader of the team has been appointed by the Equipment Division of the Ministry of Industry and Information Technology, China Construction Machinery Industry Association, China Hydraulic & Pneumatic Sealing Industry Association and Tianjin Engineering Machinery Research Institute as deputy leader, China Construction Machinery Industry Association, The China Hydraulic and Pneumatic Sealing Industry Association and the Tianjin Institute of Construction Machinery sent personnel to serve as general secretary, standing deputy secretary general and deputy secretary general. The office of the secretariat is located at the Tianjin Institute of Construction Machinery.

The preparatory work for the platform secretariat is progressing steadily. Has completed the "Platform Charter", "Platform Management Rules", "Participation Platform Unit Agreement" and "Participation Platform Application" and other related documents; the formulation of the "platform industrialization project list" and "platform construction program." The two associations respectively organized and held seminars for host companies and hydraulic components companies and received positive responses from companies. At present, there are 32 companies that have signed up to participate in the platform host companies, hydraulic component companies, research institutes and universities. According to the platform work plan, it will be completed in the middle of the year and the platform will operate as a new type of independent innovation system.
