For enterprises that do not implement cleaner production audits and do not fulfill their product or packaging material recovery obligations, the legal liability is limited to ordering corrections within a time limit. For those who refuse to make corrections, a fine of not more than 100,000 yuan is imposed. The legal deterrence is insufficient, and it is difficult to promote corporate consciously. action.

Chen Zhili stated that according to legal requirements, the State Council and its relevant departments should improve the supporting laws and regulations as soon as possible, formulate a catalogue of compulsory recyclable products and packaging, and specific recovery measures as soon as possible, implement regular inspections and announce the inspection results system to the public. We must take effective measures to promote the over-packaging problem.
